They are part of the Zosilem quest. You need to do enough quests for him to offer you third tier. You can use this as a guide:

Infused glass staves are an occasional drop off putrid undead gargoyles. They are now spawning in the holy city of ter mur but there's a catch: They only spawn from 7am-1pm or 7pm-1am. Get a tinker to make you a clock, then sit in ter mur and check the time (Do it IN ter mur, other facets have different time zones). If you go there and there aren't a bunch of red names floating around, you'll need to wait.

Kill the putrid undead gargoyles and you'll occasionally find pink colored glass staves on their corpses (Hover over them, they'll say "Infused Glass Staff"). Collect 5 of them and bring a stack of valorite ingots to Zosilem and you'll get a valorite conversion potion as your reward.

On Origin before the rest of the shards received the most recent publish, the putrid undead gargoyles were spawning for 30 minutes out of each hour of RL time. They spawned from 7 am to 1 pm shard time and 7 pm to 1 am shard time. I have not checked any other shards since the rest of them received the publish to see if that same schedule carried through to all of them, but I suspect that it did. You can buy a clock from a tinker NPC for about 22 gold. Be sure to check the time while in Ter Mur. There seem to be a few areas in the game where the clock will give you a different time than what it is in Ter Mur (e.g., in Luna and maybe some other areas of Malas).

Lake Austin has a working spawn now too,It is the same 7pm-1am/7am-1pm schedule.
