As you probably know by now, they are one per account per shard.
On every shard but Siege, they are at the Britain Commons--a new area you can get to by walking a few screens from the Britain Main Bank. If you reach the river, you went too far. There is a genie there to click. On Siege, the genie is in the Luna bank.
One thing you may not know is that, if you have no characters on a shard, you can create one and get the wheelbarrow right away. Useful if you wish to cross-shard trade more!
