Its located a few Screens north from the Origin Reward Hall (Malas).
You have to doubleclick the Pedestal from the Eagles Nest.

Atlantic's Staff. Inspired by EM Nestor's Trapped Fireflies no doubt. Its the same color I believe. Can be obtained at the red statue at West Brit Bank in Tram.

The staffs seem to come in different varieties. One I got used 5 charges and shoots off a small display, another uses about 15 charges and has a medium display, and one I got used 29 charges and has a big display. At least on Atlantic, that is.
