I love the fact that with the city system we get to use trade deals and I make use of them on a daily basis (in my case the 5ssi one) - in fact my templates and suits absolutely rely on them.
I believe the system could be improved to be more efficient and user friendly while at the same time allowing for the RP community to play their role of governor/citizen without having to care about city funds too much.
Here are some of my suggestions to improve the current system:
Instead of having the governor choose a specific trade deal, let the citizens choose between all available trade deals every 24 hours.
This allows you to stay loyal to one city and if you need to switch from 5 ssi to fc1 for example you won't have to wait for an entire week (during which you can't use any trade deals at all!).
Furthermore this allows an entire guild to pledge allegiance to the same city, regardless of their templates and the respective trade deal they require. Having entire guilds back the governors also makes maintaining the funds needed a lot easier and takes weight off their shoulders.
In case the above still has governors struggeling to maintain the trade deals because of the enormous costs involved I think it would only be fair to have those who use the trade deals pay for them. Every time you activate the trade deal of your choice a set ammount is taken from your bank account (say 50k?)

The system would still work as a gold sink but instead of draining single player's pockets it would actually take gold out of a much larger number of players.
