I attempted to read the message and it was either unintelligble or I am illiterate....

I concur with Borganne that the King should command the RBG to start rounding up all goblins until the threat passes and then require all goblins to take a loyalty oath and denounce any other soveriegn.

With these messages posted in each city, I have to ask what action the governors are taking to ensure the safety of their citizens.
