Imbuing on new drops in shame

The intensities seem messed up or something...like i got a peice with tons of mods and i could still imbue one more onto it, but than i got a peice with just 100 luck and 17 phys and it would say this item could not be imbued with any more properties...i know some cannot be imbued so thats not what im talking about btw.
Im talking about the ones that can be imbued and are really low intensities but its already at max.

i ran across this alot too, some mods seem to have a TON of intensity used up. i had a shield with luck, durability, and 5 hci i think and it said it was 803 intensity
