I have tested this a lot in the last weeks and have posted it before.
They have put in wrong intensity values for Dur and lower Req.
100 Dur is counted as 1000 intensity - 10 Dur is 100.
same thing goes for Lower Req.
Thats why when you imbue 50 lower req it only gives you 5 (same goes for enhancing btw.).
This has the positive effect that anything with at least 50 dur or 50 lower requ will unravel to relics (I have tested this with many items where only one of the two was present).
This is the main reason why so many things from shame give relics (a bug really).
There is one strange difference between dur and lower requ though:
The intesity value of dur is shown in the imbuing gump (50% dur will show 500 intensity = relic).
The intensity value of lower req is NOT shown in the gump (an item with only 50% lower requ will have an intensity of only 50 but will unravel to a relic).
Another good way of checking this is the cleanup system:
The points you get are based on intensity.
items with high durabilty and/or high lower requ will give very high cleanup points (I found items worth up to 450 points if dur and lower requ are close to max and other things are present as well).
It is a good way to prove that dur shows AND counts but lower requ DOES NOT show but still counts.
In the imbuing gump an item with 100 dur and 100 lower requ would only show an intesity of 1100 (counted as 2000) but when turned in the item will give much more points than an item with only 100 dur that shows as 1000 intensity.
Other intensities that are wrong are SSI and probably Hit Spell (have to do more testing on them).
If you enhance a 35 SSI bow (prolly anything) with ash you will get 37% instead of 45%.
I cannot tell the exact intesity yet (havent found the right piece for a definite proof yet).
Hit spells (not sure if all or only some seem to be off as well).
Don´t use high end runics if you want hit spell on them atm. The levels you will get are way below what they should be. This also implies that the intesities are wrong.
Again, I havent found the right pieces yet to really say what the intesities of hit spells are, but I am working on it...

@Old Man of UO: tbh, at the moment enhancing to relics is basically a waste of ingots. Simply loot anything with Dur and/or lower requ. I make 300 relics like this in around 3 hours. I actually started to turn everything in for cleanup points instead of unravelling because I have more relics than I can ever use because of these wrong intensities. Also the price for a relic should not be higher than 5K atm, more is actually a rip off.
Unless they fix the bugs of course.....
