Is it impossible to imbue armor over 100 luck? Was really hoping to try and finish off my sampires luck armor but seems I will have to try and get lucky with kits/hammers.

No. Can't imbue above the normal mod max for a given slot.

You can, however, imbue a piece of armor to 100 luck and then try to enhance it with gold ingots or spined leather. If you don't break it, that should do the trick.
