I believe it's because Earrings for Gargs replaces an armor slot that Humans/Elves have that they do not use... I believe there are two such slots, but don't remember the exact ones off the top of my head.

Gargoyles cannot wear gloves,hats nor gorgets.
The necklace replaces the gorget so it can be imbued.
The Earrings replace the hat.
The Kilt replaces the glove.
In actual fact the Human/Elf races have a lot more slots than a gargoyle. They also have cloak, belt, sash, boots and can also still wear earrings as well as a hat which when these slots were 'pure' clothing only would not have been an issue, however, with things such as snakeskin boots, crimson cincture, reward cloaks/melissas cloak etc that all contain 'mods' the gargoyles miss out completely.
