If I buy High Seas will I able to access all areas of the game?

I'm returning to the game after a six year hiatus. The last expansion I bought was Samurai Empire. What do I need to buy to get fully updated and be able to access ML dungeons, SA dungeons, etc.

To have everything you need both SA expansion and the High seas Booster.

However, all accounts have been upgraded to ML, so you'll at least get that without upgrading.
