Yes, you can (assuming by other player you mean a different character of yours). Once you pick the skills it's the exact same as if you had trained them the normal way.

However you wouldn't be able to give them to another human player on a different account, only your other characters on the original account, since soulstones are account bound items.

You can use soul stone for other characters on same account. Transfer skills to any characters on that account only.

Think very hard on what you pick. There are skills that are very easy to get to 90 and it would be a waste to pick one.
