Yes, they are decaying.
Try a more populated server like Atlantic. The more housing density the more likely you are to find one, if you look on a fairly empty server where it's castles as far as the eye can see decays are fewer and farther between.

The house next to mine was greatly worn when they stopped the timer and I had one other house marked that was somewhat worn. Neither now show any stage of worn (Hopefully the players reactivated their account or something but I have not seen the person in the house near me). I searched all over the other night and didn't find a single house in any stage of decay.

Yes have found houses decaying on a few shards and on Wed a castle dropped on Legends, so while I can't confirm for every shard it seems that decay would be back on.
I'm afraid not. That is Susanna Hoffs, who some may remember from The Bangles back in the 80s (and beyond).
Ah it looks like I'm not the only one who noticed they screwed up housing yet again. Me thinks they are now in the realm of all the other bugged housing covering the servers ala return to brit.
