Since we have code to generate named items properties from 12 “packages” of item properties, add same packages to runic tools. This could be implemented via crafting talismans.
Say, you obtain talisman with +14% Mighty and +27% of Restoration, so you have increased chance to roll properties from "Strength and Hit Point" and "Regeneration" packages if you equip it before using runic tool (any type). Talisman can hold only one prefix plus one suffix, crafted item should be named according talisman properties.
Leave properties insensitivity as it now, just add more chances to roll desired properties.
Talismans can be added to quest rewards or new monsters loot (called "tenacious Elite MOBs")
