He was off in the woods Northwest of Trinsic.
He apparently chased people out of town during the invasions (when he and the rest of town went Hatred), and continued to chase aggro mobs any time he encountered them.
Making note of this, I went and found an Ogre, and got the ogre to chase me past Tomas. Tomas gave chase, and after a bit of finagling, got Tomas to follow the ogre back into town, where he eventually finished it off (he must have impressive wrestling skill).
From there, he started wandering further into town. As Server downtime approaches, the GM I called to try to get him BACK to the tinker shop has not arrived, but at least our wayward Toymaker for the Elwood the Collector Quest is back in town.
His current location is in the park south of the Trinsic Meeting Hall (Where he is currently praticing his water walking skills on the ponds).
