I didn't get $500 start up money

I just downloaded the new EA Land after not playing TSO for a long time. I didn't get the $500 start up money. Also, I was automatically sent to EA Land, no option for Test 3 location. I can only visit regular houses and the one I went to, I was stuck because I couldn't click the mailbox, so I had to quit the game. And even if I could have gotten out, where would I go?

Sometimes it can take up to 24 hours to get the billing going, assuming you did complete the billing section on your acct of course.
