Humans and hit point regeneration question

Hit point regeneration is capped at 18 on items,

Humans are 'tough' and get +2 hit point regeneration.

I believe this to go over the 18 cap, UO guide doesn't make this clear, can someone confirm what I stated is true or disprove me.
