Not at all. This was added in part to retain players but primarily to chase after WOW players who went to Final Fantasy XIV.
In fact, Blizzard took some potshots at FF XIV when they announced it (referring to not losing your house and some other comments). FF's housing is atrocious - putting aside the lottery stuff (which is hard to do), even if you had a paying account, if you don't enter your house at least once every 45 days you'll lose it (apartment you don't lose, but I never got much out of my apartment).
I get that they only have something like 9,000 house plots and 27,000 apartments per server and so everything is packed and there's a lack of housing, but still, they added a huge housing system, but it feels like they prefer you not participate. Heck, it takes you over a week to get a house (I think the whole process lasts 10 days or more), and that's if you win - you have to find a plot and that lasts several days, then you have to enter the lottery for that spot, and then if you win , you have to remember to select it, otherwise you lose half your deposit. And you have to have a chunk of gold and be of a certain level (50 I think).
My WOW guildmates are pretty enthused for housing in WOW, since it crosses Warbands (basically all of your characters can access your house in any zone regardless of faction). Blizzard is not cutting corners on housing either (although I wish they had more housing areas since it's instanced).
