how to Upgrade Account

Can anyone here explain to me how to upgrade my account?
Im returning to this after a long time, and i still have an inactive account (T2A) which i want to upgrade using my 9th anniversary Codes.

However when i login into my account summary there is no icon or link to offer upgrading my account. I even tried putting the code into the Game Time field but it was rejected.

Does my account require active billing even to make this simple change?
im a bit stumped, any advice is appreciated

Normaly when you log in into your account and choose "Edit Account" you have 4 options there which lead you to your A-c-o-u-n-t-iformation *stupid "badword-filter"*, like "Billing info" or :

Subscription Info

After you swithed to "Subscription Info", the first line on top is "Account Upgrade", which is a "link", click this link one time and you reach the field where you can insert the "Upgradecode".

IF there isnt and textfield your account have to be active.

Under "subscription info" there is a list of all the Mods and expansions that are deactivated

The only link under this header is "re-activate your subscription" which only gives possibility for Game Time or credit card

Then we know now, that your acount have to be active, before you can upgrade it.
