How to make enhanced bandages

I'm a returning player and there is a lot of catching up to do. One of the things I've seen is enhanced bandages. I've searched the forums and even looked at the Tower of Roses website but can't find any information on where to find or how to make enhanced bandages.

Could someone inform me on how to go about looting or what is required to make enhanced bandages? Thanks in advance to anyone able to educate me on this.
