Okay Devs PAY ATTENTION! This is only way I see to that would effectively deal with scripters.
Okay first create the "Devil's Island/cheaterland" Shard. All scripters/cheaters/duppers would be given 30 days to move there, then after that if you were caught scripting/cheating/duping you would be flagged to where you could be openly kill ANYWHERE by ANYONE!
Think Chaos-Order thing from back when. How long would someone keep on scripting/cheating/dupping if no matter what facet you are on someone is pking your cheatin'/Scriptin'/duppin' booty???
IMHO it would cease to be worth it and we'd have a bit of old schoolness back and GMs would only have to flag them, soo it would only be minimal work to interfere with their donut munchin and coffee guzzling!!
