How to complete the Guild Leader change?

I've decided to move the Leader of my Guild from Chessie to a more populated shard but can't get the guild leader title to transfer to the new leader.

All members are my characters from two accounts and have voted for the new leader. The instructions on Stratics say that 2/3 of the members voting for a character will move the title, I've got 100%. What's up?

As long at the actual GM of the guild is active, he can name a successor by "promoting" him. Ronin-Member-Emissary-Warlord-GuildMaster. When you try to promote the warlord to GM, it will ask you to confirm.
