Why? Isn't the worth of an item generally subjective? Why not just get right to the point and find out the value the item represents to those who want it? Why ask two questions when you really only want one answer?

Actually, I thought someone might have used it in melee against a dragon
and would report it's effectiveness! But, why should anyone answer that?
Guess no answer. Someone who knows how useful it is against dragons
may speak up to both issues.
