Generally till they think it's ready to go to Origin. Then it *should* spend a week on Origin for the players there to find any additional problems. After that period it goes worldwide.
Of course this is the ideal procedure of how it should work. Sometimes it's not even on Origin a day before it goes worldwide and then all the bug reports start rolling in due to improper testing.
