In the original publish notes for the special move, it was supposed to be a 10% penalty. So 90% of your current hit chance.
So if you had equal skill with your oponent, equal HCI as their DCI that should be 90% of 50 which would be 45%.
It could also depend on where that penalty is taking place in code, but I'd guess thats how it works.

I didn't remember this. A quick test my HCI didn't show lower at all in the character sheet and executing the moving shot special. Checked the DCI too to be sure since the mention of DCI is confusing in the thread title.
