How does "Pet Planning" Work?

When im ready to train my pet up a level, how does the planning option work?

It doesn't do much. Basically it lets add stat/skills etc to see how much points you have left. Then you'll need to cancel the plan and add those skill/stat manually step by step. There's no [APPLY] button to push all the planned changes to the pet.

Besides which many times what you put on the planner doesn't work when you go to apply it.

Yeah. Bit of an epic fail there tbh.

Pet planning is a complete waste of time, firstly, there's no "apply" button, and secondly, even if you follow what you did in the plan, it probably won't let you do it on actual, unless you select things in the right order. You're best off taming something on test centre first.

Pretty much this... go to test do what you want remember the order in which you did it... If you can't do what you want delete that char from test wait 25 hours try it again doing another order... see if you can add what you want that way... Till you get one that works.
