How does one read UO's clilocs again?

I remember people used to read UO's clilocs that were just released with a program (and spoil many events by doing so)... What program is used to do that? (If you know, please don't post the new clilocs that were just released as a spoiler because it peeves many people off
).

iirc ...One of the dev's while appreciating the "sleuthing" done by some one ...encoded the actual cillocs ...

forget the posters name ... but ... iirc ... thats what hopend
