How does it handle a guild joining when faction is full?

Does anyone know with certainty what happens when a guild tries to join a faction but it is full. Does it outright say you can not join? Does it join but removes characters until under the limit?

The limiter is based on no faction getting larger than 25% of the smallest one. It isn't set to a hard number.

It out right says you cannot join. It doesn't join half of the people and just boot the rest or anything.

They fixed it now were there are no caps on each faction everyone can be a shadowlord or a brit.
