How does DCI actually work?

I know there have been major changes over the years and some new major changes in the works but I guess I never really thought about how exactly DCI works.

Is DCI only defence against an actual weapon hit? Does it protect against an arrow or crossbow bolt? Does it provide any defense against area effect damage or spells from weapons like hit lightning or fireball? If you do not plan to get hit by a foe do you even need it? (That is in PVM of course) In other words does my mage, archer or thrower even need any DCI in PVM? I rarely get hit physically by any mob as I cast and run or shoot and run. None of my characters ever PVP.

Anyhow, I just wanted to clear this up. I asked a few people in game but no one seemed to know exactly why they had DCI on their suits other than it made them "Leet"

DCI reduces your chance of being hit by all weapons (Ranged & Melee), DCI does nothing against spells, or hit area effects.

Archers & Throwers in pvm, if you keep distance between you and your target DCI does nothing. however if the npc you're fighting uses a bow, or a ranged weapon of some sort, DCI should reduce your chance of being hit by the weapon itself.
