How do we gain entrance to Horus Tunnel?

My new home is a short way from the Horus Tunnel, but an energy field prevents me from entering. Is there a quest required for admission? Do I need to find Horus the Mage, and, if so, where might he be? Thanks so much!

If you are talking about that one that's in Malas I believe that was part of the Necromancer new player quest. I don't think it works anymore.
