There were Royal Archers (at least on Catskills) standing on the platforms and buildings to protect the city.
Once one person found out you could kill and loot the archers it was all down hill from there.
Draconi said they would be deleted though.

They looked like a reg bow labeled a magic bow, they were blessed and something like 50 hit fireball, 15 hci, 50 DI
