So from the new patch notes on Test I see this...

Customizable Keep & Castle Contest voting has been completed! Keep an eye on UO.com for the final selection of winners from the top 40 chosen by the players!

So the top 3 may not be the final winners after all….if i'm reading that right?

Judging by the fact the Devs haven't officially declared any winners, I'd say it's correct... not to mention in the last newsletter it was clear that they had veto power over designs.
I wouldn't say it's a guarantee that some or all of the highest-voted keeps/castles win though. but there's a chance (think UO RNG, or maybe don't.)

Would have been nice if all the rules would have been posted prior to the contest but it is their game and they can do what they want.
