Inside UO or House Builder? I would assume that Inside UO is legal.... they let you use it.... and House Builder has been around for a long time... and I would assume it's legal to use or they would have said something long before now. Since well it's been advertised all the time for download here on stratics on the Homes and Castles forums.
Are you talking about what the people used to decorate and submit the WBB contest designs? If so, I believe it was something like insideuo. I think if you looked back to the announcement of the WBB design contest it will say and maybe even have a link to where you can find the program.
Found the link to the WBB design contest and it does have a link to the InsideUO program. Since it was on the official UO website it would think it is a legal program.
