house placing tool

I have recently come back to the game and noticed something odd while trying to place a house. The foundation outline appears about 10 tiles back and 10 to the right of where I want to place. Is this intentional or am I just buggy?

if your in the cc gotta make sure the screen is in the upper left as far as it goes..
