Hit point Regain cap?

I have a friend who goes into dog form, wears all HPR items and wears a bracelet of health. He's a real pain to try to kill.

Hit point regen from items is capped at either 12 or 13,

This can be exceeded by Dog/cat form and Confidence

item cap at 18

Last I checked HPR and MR were capped at 12, SR at 18. I don't recall seeing any change to that of late, but could be wrong. These item based caps do not include "form" bonuses.
