Hit Lower Defense

I was wondering.....When a creature is hit with Hit Lower Defense, does that make it easier for all characters that are trying to hit it?

I.E. When my friends sammy is beating on a creature with Hit Lower Defense and successfully lowers it's defense, is it then easier for my archer to plink away at its dome?

Correct, it affects the creature, and not just your interaction with it.

One reason why hitting a champ or such with a hit lower attack weapon can -greatly- reduce healing.
