I realize this comes up time and time again but the article on UOGuide is confusing

Let's say I have 70 DCI and I get hit with HLD, am I still at the 45 DCI cap?

How does this work exactly?

Yes you are.

HLD is -25 DCI. You can equip over the cap to negate the penalty as you can with resists for things like vamp form/corpse skin, because the penalty is taken from what you have equipped rather than the cap.
