Hit Lower Defense Question

Does HLD only affect the defender for the attacker that applies it or for all attackers attacking the target?

As far as we know, it is a debuff applied to the target. So affects everyones chance to hit.

It affects everyone's chance to hit the victim. Which is why i use a HLA/HLD bow on my Disco/Tamer against some foes, so he can provide a huge amount of debuffs between Disco+HLA+HLD+RC+AP to make bosses melt like butter to a group.
