Here's a suggestion on how to deal with cheaters

Any player can submit their accounts to EA for review, have anti-cheating installed and if found legit, they and all their possessions are moved to a new shard.

It will be a very tiny shard, but at least they'll finally get their wish of a cheat free shard.
