Help With UOA?

ok since i reinstalled uo and uoa a year ago i have really only played one character so i set up macros in uoa using f1 to f12
now when i switch guys and try to set up macros using f1 to f12 i get a message saying it is already being used

I have played uo on and off for over 10 years and i know i was able to use macros for all my characters using the same f keys
did somethjing change or am i just bugged?

If I remember correctly on the first tab "common" there is a global setting make sure it is unchecked for all your characters if its checked it tries to make macros the same for all characters if I remember right!
