[Discussion] Help with question on Double Exceptional

So Ive noticed quite a bit of double exceptional from 500k to 5mill without the brackets,
Im guessing the brackets is what makes it more valuable?

They are probably referring to the really old crafted stuff that has the word Exceptional in the name. For example: "A platemail tunic of exceptional quality"

The items in the picture are not rare at all and would be worthless unfortunately.
