Help With Banners on Steps

Is it possible to place banner deeds on steps and raise them up higher than just using the decor tool?

I usually drop it down from a higher floor or a ladder.

It seems it may be outdated. I am trying to place them on my front steps. I can place with nothing under the banner but when I try to place with something under them it doesnt work.

higher floor with a ladder. get the 3rd tile of the castle ladder to overhand the tile you want and drop from there.

Ok here is where Im at. Ladder overhanging the house and when I place banner I target the steps. Still cant get it to go higher than the 10 increases the house tool moves it.
