Help, i perma broke UO, all my chars, on all my accounts

I accidently changed the tool tip text colour, now i can't get it back to white as there's no option for white in uo, only dark colours. I tried to edit the uo.cfg file for my chars, if i delete the line:
ToolTipTextColor=#
It still reverts to the last dark colour i had, tried restarting my pc to flush the RAM and delete the line and save it. Tried setting the text colour to 0. Still no joy.

uo.cfg isn't an art file, it's a config file that stores the settings for the UO Client on your machine.
