Can someone tell where i need to just to get the cloak and ticket.If i can just go to fight melissa or do i have to do an entire quest. where melissa is located.Or a place to go to read and find out for myself

You can just go fight Melissa.

Inside the Wisp Dungeon. You have to go down to the 2nd level, then into the room with all of the Skeletal Mages. There's an abbatoir on the floor that you have to go stand on/next to and say the magic word to get teleported.
