If you are talking about a normal hell-hound... then no - it is not normal...
If you are talking about the ones spawning by the slasher in the abyss... then yes. While they are named the same, these are not your normal hell-hound. They are not tamable and are quite a bit stronger. They are part of the bane-chosen scenario.
