I added a photo of the Heavy Crossbow. All the bows in the top row has SSI 45. The bottom row has SSI 50.

If I remember correct, you cant enhance them. So all the mods are perfectly achievable by crafting/imbuing/reforging with more weight.
At the time those were worth a lot, now. Pretty much worthless.

what I did long time ago was to reduce the DI to 1 and add in mods to take advantage of the SSI.

Now you can use whetstones to remove the di completely. &
Exceptional weapons have more weight. =|
