Heartwood Quest Error?

I'm a returning player to UO.

I want to try for the bookshelf recipe I can get as a reward in Heartwood.

I was instructed to make 10 footstools. I did so. I was told to make them a quest item (new to me ) I did so.

When I try to place them on the correct quest giver I get the message that the item must be in my backpack and not a container within to be toggled a quest item.

First of all, it IS in my main backpack and not in another container. Second, I'm not trying to mark it. It's already marked...says quest item and appears orange.

Am I missing something?

You dont give them to the vendor like that, just double click the vendor and complete the quest

There is another bookshelf that comes from a loot drop in Umbra. I forget the details about that, but it seems like it shows an empty bookshelf until you put something in it. Are you trying for the Arcane bookshelf or this other one?
