I was wondering since u can get bowcrafting/fletching runics from quests in heartwood could you also get tailor runics from the tailoring quests there?

I've never gotten one, and from a design standpoint I don't think they would. Tailoring and Blacksmithing rewards are generally designed into the BOD system. Since there are no BODs for Bowcraft, Carpentry, or Tinkering, it makes sense that the Heardwood quests would be designed for those skills. I think you can, however, get Talismans for all crafting skills in Heartwood.

Which brings up a related question -- do you get blacksmith and tailoring recipes from Heartwood or from BODs?

I havent done any bods so couldnt tell you if u get recipes from them , however i went to do a couple tailor quests in heartwood and i did get some recipes

Yes, you get smith, tailor, carp, tink , fletch recipes as q;uest rewards in heartwood.
