Since it caps at 45, and lightning strike gives 50, HCI jewelry is useless in PvM right? I'm trying to outfit my Sampire, and I dont know what to look for. I'm thinking DCI for sure tho.

HCI waste of money for Sammy?

While DCI should take priority, there are times when you will want to use other attacks besides lightning strike. Momentum strike, or perhaps the whirlwind special move.
Get 45 DCI/DI first and work in whatever HCI you can.

45 is 100% necessary in my opinion. You don't always use lightning strike. Plus 45 isn't hard to get.

I'd say try to cap your DCI/HCI/DI. It's not hard with items these days, and the HCI definitely helps since you will want to use specials for some weapons.
