HCI/DCI PvP questions

i learned long ago that cap on hci / dci was 45
but now i heard hci cap for gargoyle throwers are 50?
is it only them having this advantage?
is dci cap raised aswell?
and do hld/hla work as it used to do? i remember going over the 45 cap on some chars to counter this

Gargoyles have 5 HCI and 5 HCI cap race bonuses.

Cap is 50 on gargs, but you dont need to have 50 on your equipment. The cap is 50 and you get a "free" 5HCI.

So, you put 45HCI on your Gear

Get your free 5 hci

and you have 50HCI.
