Hat of chuckles question

According to this link: Jester Hat of Chuckles - UOGuide, the Ultima Online encyclopedia the Jester Hat of Chuckles is the SECOND highest head slot for luck item. What is the highest?

I've spent over half an hour searching the internet for the answer. Does anyone know? Because I thought the chuckles hat and the maritime reading glasses had the highest luck.

The UOguide entry is wrong. There is no higher luck item for the head.
